OMF was created in 2000 when the bureaus of Finance & Administration, General Services, and Purchases were merged. Current organizational Chart
Below is a description of each OMF bureau.

Office of the Chief Administrative Officer directs the OMF bureaus and the strategic direction of the OMF organization. The office of the CAO includes the divisions of Accounting, Business Operations, Enterprise Business Solution, Public Finance and Treasury, the OMF policy team, and Citywide projects. The CAO provides leadership and support for a variety of projects and programs for City Council and City bureaus.

Human Resources provides strategic leadership and management for Citywide human resources systems, which link to the overall business strategies of the Council and bureaus. Key functions include administration/support services, benefits/ wellness, classification and compensation, employment, training and development, diversity development/affirmative action, and labor relations. The bureau is responsible for the development, refinement, and oversight of the City's Human Resources administrative rules and procedures, civil service board, citywide FMLA and OFLA, HIPAA privacy oversight and Citywide time management. It is also responsible, through its corporate-level activities and site teams, for helping City bureaus to recruit, develop, and retain a competent and high-quality workforce representative of the community.

Bureau of Internal Business Services is the central provider for an array of business services to other City bureaus including: CityFleet, Facilities Services, Printing & Distribution, Procurement Services, and Risk Management. Each service program strives to operate efficiently and economically, meet or exceed federal, state and local standards, and provide excellent customer service. Business Services staff members are instrumental in developing City policies and procedures that reflect the City’s leading edge approach to social, environmental and economic goals.

Revenue Bureau is the agency charged with collecting business and hotel/motel taxes for Portland and Multnomah County. The bureau also collects property lien and business improvement district assessments, and maintains customer information/billing databases for other City bureaus including Water, Environmental Services and Transportation. Bureau operations also include regulation of a wide range of industries to protect public safety and ensure equity: taxicabs and other for-hire transportation vehicles, towing, parking lots, second hand merchandise dealers, payday lenders, and use of the public right-of-way for events like the Rose Festival and Shamrock Run. 

Technology Services provides a wide array of information technology and telecommunications services to City bureaus and other local governments and educational institutions. Services range from desktop support to application development to geographic information systems to web services. The bureau also manages telecommunication services including public safety communications and the 800MHz radio system and the Integrated Regional Network Enterprise system.
