Portland Building Restroom Diagram

February 05, 2019 email from CAO Tom Rinehart to Portland Building Employees regarding the Portland Building restrooms decision.

From Tom Rinehart:

Future Portland Building Employees,

In 2015, City Council directed the conversion to All-User restrooms in all City buildings, including a test pilot of a multi-stall “all-user” restroom in the Portland building. That test pilot was our opportunity to learn about what would be needed to meet the needs of all our residents and our employees for the future remodel of the Portland Building.

After collecting data from the pilot, meeting with stakeholders, experts, and employees, and listening to many different opinions on this subject, I believe we have come up with a plan that meets both the needs of our workforce today and gives us the flexibility we will need for decades to come.

First and foremost, all restrooms in the Portland Building have been intentionally designed from the ground up to ensure full privacy in all toilet stalls. Whether you are using a single-stall restroom, or a multi-stall bank of restrooms, privacy and security are at the forefront of any decisions that we have made. But when the Portland building reopens next year, you will notice some changes.

We will continue to have gender-specific (male and female) multi-stall restrooms that are readily available to any employee that prefers to use one. But, there will be no urinals in any restroom in the building. This will give us the flexibility we need for any future changes in signage.

When we open the building, we will also be unveiling a major step toward truly providing options that meet the needs of anyone who needs to use the restroom.

Attached to this message is an illustrated breakdown of how restrooms will be signed when we move back.

In short, the 1st, 3rd, and 15th floors will have both all-user multi-stall and all-user single occupant restrooms.

The basement, 2nd, and the 4th through 14th employee floors will have gender-specific multi-stall restrooms as well as an all-user, single occupant restroom.

This will give us total of 42 all-user stalls in the building and 104 gender-specific stalls. All floors will have ADA-compliant restrooms.

The gender-specific restrooms on each floor have been designed to be identical regardless of gender designation. This will give us the flexibility to adapt our space to meet all our future needs.

I am convinced that this is the right way to ensure success as your employer, remove arbitrary barriers in our community, and provide leadership that is reflective of our shared values.

Thank you for your continued dedication to the City of Portland.
