The Enhanced Safety Properties program (or “ESP”) is a partnership between property managers, residents, the Portland Police Bureau and the Office of Neighborhood Involvement. ESP is proven to make communities safer for residents and to reduce the demand for police resources. The ESP award is given to property managers who show exceptional commitment to resident safety.
This year’s ESP award goes to REACH CDC and its staff who work at the Ritzdorf Court Apartments. The Ritzdorf Court Apartments are housing for people transitioning from homelessness. In addition, many residents are in recovery. For this community, a safe and sober place to live is very important.
Carol Patty, Maria Elena Guerra, Morgan Hunnicutt and Margaret Mahoney have all done exceptional work to make the Ritzdorf Court Apartments a safe, sober place to live for all residents. In partnership with the Neighborhood Response Team and Crime Prevention, they developed and executed a strategy to rid the Ritzdorf Court of predatory drug dealers, prostitution and other problems. Let me be clear: While NRT and Crime Prevention offered them advice, they did all of the heavy lifting to make the community a safer place.
