At New Columbia, the ESP team is comprised of Home Forward staffer Rachel Langford, Guardian Property Management staff LaTonya Smith and Yuliya Bondarchuk, and the Portland Police Bureau New Columbia detail: Michael Schmerber, Rachel Strobel, Christina Hansen–Tuma, and Jorge Mendoza.
The success of the ESP program hinges on the partnership between Crime Prevention, landlords and property management, and the Portland Police Bureau. The team at New Columbia exemplifies the ESP partnership. NewColumbiais by far the largest ESP property in the City ofPortland. The team meets weekly to follow up on calls for police service at the property, as well as concerns or issues brought to the team’s attention by tenants. With this information the team can use its resources to problem solve the issue. Resident services can be referred to the tenant, the officers can visit the tenant, or lease enforcement can be used.
Over the past 18 months several key evictions at the property have eliminated identified problem locations. The team’s commitment and dedication to resolving these difficult problems have demonstrated to tenants their commitment to making New Columbia a safe and livable property, and showing the individuals creating the problems that this behavior will not be tolerated at New Columbia.
