The Enhanced Safety Properties program inPortlandhas been in existence for eight years now. Starting as a pilot project in North Portland in 2005 with only seven properties, there are now 150 properties all over the city, with over ten thousand rental units involved. Many private landlords, the housing authority, and all the major local housing nonprofits have properties in the program. ESP remains a program of the Crime Prevention Program at the City’s Office of Neighborhood Involvement, with partnership from the Portland Police Bureau.
Earlier this year, the Crime Prevention staff started an internal audit of the ESP program to identify aspects of the program that could be improved. One area identified was the second phase of certification—the standards for management practices and Crime Prevention Through Environmental Design (CPTED). The staff felt there was room to further improve safety of the ESP properties, phase out some less-helpful requirements, and remove some confusion in the requirements.
New minimum requirements for ESP certification
A small committee of staff members reviewed files, did research, consulted with the Portland Housing Bureau, and called together a small focus group of ESP owners/managers with heavy investment in the program. In the end, they settled on a set of recommendations that was a combination of increased and decreased minimum standards for certfication. These recommendations have now been put into place as new requirements.

For most properties, it will not be difficult or costly to meet the new standards.
Implementation of the new requirements
The new minimum standards were put into effect as of May 1st, 2013 for any new properties beginning their certification process. As for properties already in the program, after consulting with a sampling of the owners/landlords about their budget cycles, a “compliance date” of December 1st, 2015 was selected.
Any properties that are already in the program, or enter it before December 1st, 2014, will have until December 1st, 2015 to meet the new management and CPTED standards. Properties that are unable to meet this deadline for financial or other reasons will be suspended from receiving the benefits of the program (police notifications, use of logos and signs) until the new standards are met. We believe this compliance date will allow ample time for properties to assess their budgets, make decisions, and implement improvements.
