Taggart Outfall Sewer Repair Project: Design continues

Taggart Outfall Sewer Repair Project: Design continues

Environmental Services is designing a project to repair about 3,700 feet of the 105-year-old brick Taggart Outfall sewer so that it can operate for another hundred years. The sewer pipes are showing signs of cracks, fractures, missing brick and mortar, and obstructions in the pipe, putting the Outfall at risk of structural failure. This project will allow the Taggart Outfall sewer to property perform its role in protecting public health, water quality and the environment.

A project map is available on the webpage at

Construction is anticipated to begin in summer 2017 and take approximately six to eight months to complete. Because crews can work in the Outfall pipes only when the weather is dry, completion may require nighttime work or a second construction season in summer 2018.

Please take some time now to consider the needs of your neighborhood or business and let us know if you have concerns about business operations, disability issues, medical or business deliveries, and other information you want us to consider. We will be glad to work with you.

  • Environmental Services conducted a thorough study of the Outfall’s condition, needed repairs and best access points along the sewer line for future construction with the fewest possible impacts to the surrounding community.
  • The project team is planning for six ground access locations at manholes in the project area, indicated with bold highlights on the project map.
  • The access locations are expected to have adjacent staging areas for materials and construction vehicles and some traffic impacts. Visit the project webpage for possible traffic impacts.
  • The September 2016 newsletter with more details is available on the project webpage.
  • We will continue to update the neighborhoods at meetings of the Brooklyn and Hosford-Abernethy neighborhood associations. Watch for flyers or postcards about these opportunities to learn more about the project, ask questions and give us your input.

With questions or comments, please contact Cheryl Kuck at or 503-823-7898. To sign up for periodic email updates, visit the project webpage and click the SIGN UP! button or email Cheryl with “Taggart” in the subject line.

Thank you for your cooperation during this important sewer repair project. We will provide more specific information as the project evolves.
