SW Yamhill-Morrison Sewer Repair Project
Environmental Services continues a project to repair about 6,500 feet of public sewer pipes in SW Yamhill and SW Morrison Streets between SW 1st and SW 13th Avenues in downtown Portland that are 100 to 140 years old and in deteriorating condition. The urgent repairs will protect the public and the environment by reducing the possibility of sewage releases to buildings and streets.
To view a map of the project area, visit the webpage at www.portlandoregon.gov/bes/downtown.
Sewer repairs will continue 24/7, all hours and all days, between now and May 20, with the most challenging work being coordinated with TriMet’s MAX improvement project in May. Learn more about TriMet’s project at www.trimet.org/morrisonyamhill.
DEVELOPMENTS OF NOTE
Crews have completed root removal, videotaping of conditions, and cleaning of public sewer pipes in the project area. For the rest of this month, crews will verify sewer connection locations for properties served by those pipes and install cleanouts in multiple locations. Cleanouts are capped openings above the public sewer line that enable crews to access and repair sewer connections to properties along the line. They are typically installed near the curb, but may also be placed in the sidewalk or near the building. Cleanouts will be used to maintain sewer service during the repairs in May and to provide access for future sewer maintenance activities.
We continue to encourage businesses in the project area to complete the Downtown Business Sewer Questionnaire to help us understand your sewer connections, business operations and needs, and identify your emergency contacts. Please visit www.portlandoregon.gov/bes/downtown to complete the questionnaire.
APPROVED 24/7 SCHEDULE
An approved Noise Variance enables the city’s contractors to work all hours and all days in order to condense several months of urgent sewer repairs into just nine weeks. Due to high traffic volumes during the normal workday in this major downtown corridor, and MAX trains running close to the work zones, it is necessary to do some of the construction between 1:00 to 4:00 a.m. when trains aren’t running.
The construction schedule is subject to change due to a variety of factors, including conditions underground, weather, traffic impacts, subcontractor schedules, and availability of materials.
For the rest of this week and next week, pre-construction and maintenance work will continue along Yamhill and Morrison between 1st and 13th, along Stark between Naito and 2nd, and along 5th between Taylor and Yamhill. Activities include verifying sewer connection locations to properties, evaluating and installing sewer cleanouts, and taking photos of the work area for documentation.
WHAT TO EXPECT DURING CONSTRUCTION
Expect traffic delays, temporary street closures, traffic control signage, and flaggers as needed within the work area. You may notice several areas on sidewalks near you that have been cut and are covered. These sewer cleanout locations will be restored in May. For details about ongoing activities and impacts to expect during construction, read the Project Overview on the SW Yamhill-Morrison project webpage.

DOWNTOWN OPEN FOR BUSINESS
Environmental Services is coordinating with multiple agencies to schedule and complete construction, minimize disruptions, and help people get to where they are going. Learn about other projects that will affect the Central Business District at www.MovePDX.net. To avoid circling around construction to find parking, the City recommends you use SmartPark garages; those near our construction zone are included on the project map.
