The City of Portland’s Bureau of Development Services has created a code guide for cannabis businesses - Marijuana Producers and Marijuana Processors, specifically - who are obtaining permitting for their building.

This code guide should be helpful both for future business owners who have not yet chosen a site, and for business owners who already have a site for their business and are in the process of getting the building properly permitted.
The code guide covers items such as:
- Building occupancy classifications for different kinds of cannabis businesses
- Ventilation requirements
- Mechanical permitting
- Exhaust and air intake
- Detection and alarms
Marijuana Producers and Marijuana Processors in the City of Portland are REQUIRED to obtain final permitting for their building before being granted a City of Portland Marijuana Regulatory License and beginning operations. In some cases, a Temporary Certificate of Occupancy may be used to satisfy this requirement.
