The Office of Neighborhood Involvement's budget development process is an annual effort. ONI uses a community process, primarily through its Bureau Advisory Committee, with at least monthly meetings from November through April, focused on the development of the budget. These meetings have been facilitated by a professional facilitator in some years and have been very successful over the past several years in ensuring that the "right budget for ONI" is enacted by our elected leaders.

Current Status of Budget:


The Mayor has released his Proposed Budget for FY 2017-18 and the information is available online. The summary of his decisions on ONI’s budget is on page 35-36 of the bureau fact sheets online. The outlook for ONI’s budget based on the proposed decisions is very positive, including no cuts to our budget and additional funding in support of the positive recommendations from the City Budget Office, as well as new funds for an ONI Accommodations Fund and Graffiti Program Expansion. Following are a few of the basics:

Proposed Budget includes funding recommended by City Budget Office Review:

  • Continue expanded New Portlanders program staff – this includes $110,000 of ongoing funds to permanently continue the second New Portlanders program position.
  • New one-time funding for Portland United Against Hate – includes funding for one position to coordinate the program (collection of data on hate crimes, hate speech and acts of intimidation; share information with other agencies; and coordinate with impacted communities). It includes $346,765 in resources to provide grants to community-based organizations to train community members on how to respond to acts of hate. (Note that in the Spring BuMP of current year an additional $40,000 was allocated to this program to initiate work prior to the end of the fiscal year).
  • Continue Noise Control administrative support – maintains dedicated administrative support to manage workload through program revenues.

New Funding added in Mayor’s Proposed:

  • Accommodations fund – includes $100,000 to support efforts to remove barriers to participation in civic life for traditionally under-represented communities by providing resources for language interpretation, translation, childcare, transportation, and ADA accessibility.
  • Graffiti Program expansion – includes $440,000 for a one-time expansion of the program to go beyond existing complaint based system and hire contractors to more proactively remove graffiti in Portland.
  • Technical adjustments for ONI’s portion of citywide decisions including interagency funds for OMF and City Hall repair project (allows ONI and other general fund bureaus to pay for our share of expenses without impacting existing budget and programs).

Bureau Advisory Committee (BAC)

The ONI Bureau Advisory Committee assists with the annual budget development process as well as serves as an advisory group for bureau goals, priorities and policies.
