Budget Process for Fiscal Year 2017-18

PP&R Requested Budget Document for FY 2017-18

The Portland Parks & Recreation Budget Advisory Committee (BAC) is comprised of community members, PP&R supporters, neighborhood and underserved community coalition members, and labor partners. The BAC represents a wide variety of interests from stakeholders across the city.

Portland Parks & Recreation’s Budget Process

The City of Portland develops an annual budget. That means, every year, every bureau works with their Commissioner’s Office to develop a Requested Budget that is submitted to the City Budget Office and the Mayor. Then, the Mayor develops his Proposed Budget for the entire City of Portland and works with the City Council, all bureaus and the community to finalize the budget. The City Council formally adopts the budget in June.

For further dates in the budget process, please see the City Budget Office website at portlandoregon.gov/cbo/article/622229.

Portland Parks & Recreation (PP&R) begins its budget process in October, almost eight months before the budget is adopted. The PP&R budget process goes from about October through January when we submit our Requested Budget to the Budget Office.

Parks uses several points of information to develop our Requested Budget. These include:

  • Mayoral direction – this year, all bureaus were directed to submit a Requested Budget that reduces our General Fund allocation by 5% ($3.2 million); it is possible that we will only need to cut 1% (about $640,000)
  • Staff input - managers, technicians, line and program staff
  • Budget Advisory Committee - Parks Board, Neighborhood Coalition representatives, labor representatives, community members and representatives from culturally-specific community-based organizations.
  • Public Input - this year we will have two public meetings and two online surveys
  • Listening Sessions - targeted outreach to community groups, communities of color and immigrants and refugees

With the guidance of each of these points of information, parks staff, the Director and Commissioner of Portland Parks & Recreation develop the Requested Budget for FY 2017/18
