Translation and Interpretation

Translation

Under the Title VI Civil Rights Federal law, the City has identified 10 different languages other than English that fall into what is called a "Safe Harbor" threshold for our City. The list below shows you what the top 10 languages spoken in Portland are after English, in order of prevalence. What this means is that PP&R is in the process of identifying which documents/brochures/fliers we would consider "key documents", and then we will need to provide those documents into the following 10 languages:

  1. Spanish: Español
  2. Vietnamese: Tiếng Việt
  3. Chinese: 中文
  4. Russian: Русский
  5. Romanian: Română
  6. Ukrainian: Україньска
  7. Japanese: 日本語
  8. Somali: Soomaali
  9. Arabic: عربي
  10. Laotian: ລາວ

The City of Portland several contracts for translation and interpretation services that are intended to provide for a wide variety of needs.

Language Interpretation

For our verbal in person and over the phone language interpretation needs we have a contract with LanguageLine services. LanguageLine is able to provide us with over the phone interpretation in over 200 languages, 24 hours a day.

To access a language interpreter either over the phone:

(If in person use speaker phone, if calling out use the conference call feature)

  1. Dial: 1-866-874-3972
  2. Provide Client ID542880
  3. Indicate: Language (1 for Spanish, 2 for other languages)

Document the interpreter name and ID number for reference.

Brief the interpreter and give any special instructions.

When receiving a call:  Use your phone’s conference feature to place a three way call, and tell the Limited English Proficient (LEP) speaker to hold, then proceed with the above steps.

Important Information:                     

Working with an Interpreter – At the beginning of the call, briefly tell the interpreter the nature of the call. Speak directly to the limited English proficient individual, not to the interpreter, and pause at the end of a complete thought. Please note, to ensure accuracy, your interpreter may sometimes ask for clarification or repetition.

3-Way Call – Use the conference feature on your phone, and follow the instructions above to connect to an interpreter. If you are initiating the call, get the interpreter on the line first, then call the limited English proficient individual. If you are receiving a call, ask the caller to “Please Hold,” and then conference in the interpreter.

Customer Service – To provide feedback, commend an interpreter, or report any service concerns, call 1-800-752-6096 or go to LanguageLine.com and click on the “Customer Service” tab, scroll to “Provide Feedback” and complete a “Voice of the Customer” form.

American Sign Language (ASL) Interpretation

For over the phone communication with a deaf or hard of hearing person who requires additional support please use the City's TTY service by calling 503-823-6868. You may use this service when making outgoing calls to a deaf person by calling the TTY service first, or an individual may call you using the TTY service and you will hear the information through the interpreter.

For in person immediate and short needs, we have access to live ASL interpreters through our contract with LanguageLine, but you do need an IPad with a specific application downloaded. Contact Art Hendricks to get this service set up on your device.

For open houses and meetings where you need in person ASL interpretation, we can use anyone on the Citywide Contracts list, and we recommend trying Jake Sparks first (contract is at the top left of the screen) and Passport to Languages second.

Description: Jake provides on-call, in-person, ASL interpretation services. Services shall be scheduled at least 48 hours in advance. Rates start at $45/hr, with a two hour minimum. See contract for more information.
