The Consolidated Plan

The Consolidated Plan is a five-year strategic plan that sets out a collaborative vision for community development in the Portland area, based on an analysis of the best available data about how well the local housing market meets the needs of area residents. A consortium of the City of Portland, Multnomah County, and the City of Gresham develops the Consolidated Plan, with public input. The 2016-2020 Consolidated Plan was approved by HUD on August 15, 2016. 

The Consolidated Plan places an emphasis on how federal funds distributed by the U.S. Department of Housing and Urban Development (HUD) will be used to meet the local demand from low- and moderate-income households for: (1) affordable rental housing and home ownership opportunities and (2) opportunities to build incomes and assets. The expenditure of federal funds on local strategies to end homelessness has become an increasingly important part of the Consolidated Plan as economic conditions have pushed more area households into homelessness.

In addition to the Consolidated Plan, members of the Consortium also publish annual Action Plans. The Action Plans describe how federal grants such as CDBG and HOME, and other HUD housing and community development funds will be used in the coming year to carry out the strategies outlined in the Consolidated Plan.

NOTICE OF PUBLIC MEETING

Five-Year Consolidated Plan FY 2016-2020

 One-Year Action Plans FY 2017-2018

The Portland Consortium will present the 2nd-Year Action Plans and updates to the Five-Year Consolidated Plan, for approval.

Citizen’s views received prior to the hearings will be considered during the preparation of the Second-Year 2017-2018 Action Plan and any amendments to the Consortium’s Five-Year 2016-2020 Consolidated Plan.  The Draft 2nd One-Year Action Plan FY 2017-2018 and current Five-Year Consolidated Plan are available on-line at www.portlandonline.com/phb/conplan and as a reference document at each of the Multnomah County libraries. 

The Jurisdiction approval dates and associated materials have been updated. The 30-day comment period began April 12th, 2017 and ended May 12th, 2017. Comments on any of the plans may be made in writing, addressed to the Portland Housing Bureau, Attn: Con Plan Staff, 421 SW 6th Ave, Suite 500, Portland, OR 97204; by e-mail to Kim.McCarty@portlandoregon.gov, or by phone at 503.823.5312 (TDD 503.823.6868).  Comments may also be offered in person. To hear your public officials’ decisions, attend any of the decision meetings. Meeting are open to all members of the public.
