Previous Plan to End Homelessness

In 2004, "Home Again" was launched as a 10-year Plan to End Homelessness. It was a long-term action plan and collaborative effort among the City of Portland, Multnomah County, and various nonprofit organizations and private service agencies that provide assistance to homeless people. All were partners in the “homeless system” and had a direct stake in providing effective and efficient services. 


The 10-Year Plan's vision was that the institutions serving people experiencing homelessness must change. Rather than shuffling homeless people from service to service and back to the street, the aim would be to first get homeless people into permanent housing.
