The Portland Housing Bureau (PHB) supports new housing development and rehabilitation of existing properties, primarily in Portland’s Urban Renewal Areas. PHB's role is to:

  • Provide technical expertise around project feasibility, contracting and hiring regulations, sustainable design and building practices and community involvement; 
  • Connect project resources and coordinate development finance packages;
  • Provide direct assistance in the form of low-interest, favorable-term loans for various development phases (subject to resource availability); and
  • Identify federal, state and city funding and incentive programs, including tax credits and exemption programs.
