Cascadia Behavioral Health is building one of the most innovative community-centered campuses in the heart of Northeast Portland's historic Albina neighborhood - a place where healing, homes, and hope come together. Beginning in February 2018, the campus will be home to Garlington Place, a new 52-unit apartment building, providing Veterans and displaced North/Northeast Portland community members access to affordable housing in Northeast Portland. Thirty-one of the apartment homes will be reserved for households that apply through the N/NE Preference Policy.
Recognizing that City actions have marginalized and displaced many longtime residents of North and Northeast Portland, the Portland Housing Bureau developed a N/NE preference policy that prioritizes households with generational ties to N/NE Portland for PHB housing opportunities in the area. Current and former residents of specific areas in N/NE Portland that were subject to high levels of urban renewal, and their descendants, are eligible to receive preference in the application process for the City's rental and homeownership opportunities in the Interstate Corridor Urban Renewal Area.
The Portland Housing Bureau will be accepting preference applications for 31 new units in the Garlington Place apartments from Monday, October 16, 2017 through Monday, October 30, 2017 at 11:59 PM. The date and time an application is received during the application period will not affect an applicant’s position on the waitlist.
