The Portland Housing Bureau (PHB) is dedicated to equity in contracting and workforce goals for minority, women-owned and emerging small businesses on our projects. It is a key component of the bureaus overall equity agenda. To promote these opportunities PHB has adopted contracting policies on projects we fund with city and federal dollars. The Borrower of PHB funds shall use best efforts to comply with established City policies outlined in the Good Faith Effort and the Workforce Training & Hiring Program by including provisions in its contract with its General Contractor that require the General Contractor and their subcontractors to comply with the specifications in connection to the project.
PHB’s Good Faith Effort (GFE) Program is a commitment of outreach to the MWESB firms in the community. The purpose of the program is to ensure that PHB housing projects provide business opportunities for MWESB firms in construction in order to build economic growth, increase capacity and to expand competition in the marketplace.
GFE requirements apply to construction loan projects with PHB financing of $200,000 or more and with construction costs greater than or equal to $200,000. Borrower shall implement PHB’s aspirational goal that 24% of the total construction contract amount, as defined in the Good Faith Efforts Program be awarded to M/W/ESB firms.
PHB’s Workforce Training & Hiring Program requires training on PHB-funded construction projects to ensure that funded projects offer equal opportunities in employment and that those who have been historically underused in the construction trades have access to jobs through training programs.
The Workforce Program applies to all projects estimated at $200,000 or more and to each subcontractor having a subcontract of $100,000 or more on projects. Borrowers and their general contractors shall also ensure that 20% of labor hours in each apprenticeable trade performed by the General Contractor and applicable subcontractors are worked by state-registered apprentices as outlined in the Workforce Program requirements.
In addition, projects with federal funding are required to comply with the Section 3 policy. This policy establishes a goal that 10% of the total construction dollars be awarded to Section 3 businesses and that 30% of new hires are Section 3 residents.
PHB is committed to contracting and workforce goals with public funds in a manner that benefits the entire community. Qualified MWESB firms are determined by certification criteria established by the State of Oregon, Office of Minority, Women, & Emerging Small Business (OMWESB), which administers the certification program. These programs are designed to promote targeted outreach and economic opportunities for small businesses in the state.
