The Rental Services Commission serves as the primary public forum for discussion of rental housing law and regulation, and renter-owner programs and services in the City of Portland. Commission members are City Council-appointed community representatives with expertise in fair housing, rent-regulated and market-rate rental housing, landlord/tenant law, property management, renter-owner advocacy, rental housing access, and or rental housing health & safety.

Katrina Holland has one goal in life: Lift and Love People. She believes that Oregon can be a place where all who live here can truly LIVE here. We have a lot of work to do to create that Oregon, and she is dedicated to using her hands to help make it that way. Her professional life is dedicated to working toward equal and equitable access to socioeconomic stability and advancement for all, with a strong belief that “we who are most-impacted have the best wisdom and resiliency to lead the systems change we desire to see.”
Katrina Holland is the Executive Director of Community Alliance of Tenants (CAT), her primary responsibility being to support organizational infrastructure, development, communications and membership support. With a passion for tenant power and a vision for an equitable housing market, Katrina works to support CAT’s members, partners, and staff, to build a strong housing justice movement in Oregon.
Music, family and friends occupy important spaces in her life, with her number one commitment to two little humans named Gabriella and Gavin - two up and coming rockstars in the next generation of social justice!
Christian Bryant has been working in the Real Estate and Property Management industry since the beginning of 2009. He is currently the President of IRC Real Estate and Property Management, the Portland Area Rental Owners Association, and the Northwest Real Estate Investors Association. Through his live continuing education company, Real Estate & Property Management (RPM) Education, he trains landlords across Oregon and the United States how to be responsible property managers. He also happens to be in the unique position of being a property manager by profession while also being a tenant.
When Christian isn’t promoting responsible landlord practices you’ll typically find him being a single dad and spending time exploring the beautiful Oregon forests with his two sons. You can find his complete bio here on his LinkedIn page.
Ian Davie began as Chief Operating Officer at Home Forward in September 2016. After a rural Oregon upbringing and some college years in Los Angeles, Ian spent nearly twelve years in New York City – among other things, he biked through as many neighborhoods as possible, figured out where to get a good late-night slice, and tried his best to remain productive while commuting two hours a day on the subway.
A lawyer by training, Ian became Deputy Director of Housing at the Bronx office of Legal Services NYC, where he focused on fair housing issues, civil rights litigation, housing advocacy, and anti-poverty policy. At Home Forward, Ian oversees various departments including rent assistance, homelessness initiatives, facilities and safety, and property management.
His bike rides in Portland are far less frenetic than in New York, and his hikes involve more ferns and trees than concrete and steel.
Deborah Imse has been with Multifamily NW for 15 years. She has a Masters in Public Administration from Washington State University. Under her leadership the Association has grown from 65 local members to 1500 members statewide. The Association trains hundreds of landlords every year in landlord tenant and Fair Housing law. Through charity golf tournaments and other activities the Organization has raised over $600,000 to give to housing related charities.
Mike Nuss is CEO of RareBird Acquisitions , a local real estate investment firm that also offers brokerage and property management services. Mike is a lifetime Oregonian who has been engaged in the Portland real estate market for 20+ years as an appraiser, educator, licensed property manager, owner and tenant. He uses his appraisal background to provide quality housing in Portland's urban neighborhoods. He loves chatting real estate with anyone who wants to have an authentic dialogue about our community.
Christina Dirks has been a Staff Attorney at Legal Aid Services of Oregon, Portland Regional Office since 2004. Her practice focuses primarily on landlord tenant law, including both private housing and subsidized housing, and fair housing. Prior to joining Legal Aid Services of Oregon, Christina worked for the Oregon Law Center, a non-federally funded legal services program, in the Coos Bay office. Christina received her undergraduate degree from Boston College and her J.D. from American University in Washington, D.C.
Yoni Kahn-Jochnowitz is the Enforcement Coordinator for the Fair Housing Council of Oregon (FHCO). Yoni is a Public Interest lawyer and member of the Oregon State Bar, and a lifetime advocate on behalf of social justice causes. Yoni conducts Fair Housing “testing” on behalf of FHCO, and monitors Oregon’s rental, sales, insurance and lending markets for illegal housing discrimination.
Yoni previously worked in the Oregon State Legislature as a Policy Analyst to Representative Dan Rayfield (Corvallis). In addition, he served as a Staff Attorney at Legal Aid Services of Oregon in Linn, Benton and Lincoln Counties. Yoni also worked on the Congressional staff of U.S. Congressman Eliot L. Engel from 2010-2012. He has a Masters in Judaic Studies from the Jewish Theological Seminary, and enjoys exploring Portland with his family.
Allen Hines is the director of the Real Choice Initiative, a project that works to support people with disabilities to transition from institutions to living in the community. He is a graduate student at Portland State University in the Counselor Education program. His focus is on mental health counseling for people with disabilities. He has lived independently for 12 years and has personal experience finding and maintaining housing as a person with a disability.
Margot Black is an organizer with Portland Tenants United (PTU), a Portland metro area tenant union founded in the summer of 2015 to strengthen and increase tenant protections for renters. Margot received her MS in Mathematics from University of Oregon in 2005 and currently teaches math and quantitative reasoning at Lewis & Clark College,where she received her BA in 2003.
Margot’s passion for tenant rights and housing security is based on her lived experience as a renter and mother (of 3), which has been deeply informed by her two devastating no-cause evictions, both with young children underfoot.
As an organizer with PTU, Margot has studied local and statewide landlord-tenant law in order to help advocate for tenants in eviction court and with policy makers. She served as a member of the Portland City Club's Housing Affordability Research committee, is a member of the Relocation Assistance Technical Advisory Committee, and helped develop Mayor Wheeler's housing policies as member of his housing advisory committees during his candidacy and during the transition, where she helped inform and develop the ‘Tenants Bill of Rights’, which included relocation assistance and an Office of Tenant Affairs, from which this commission was born.
She is committed to housing justice and very eager to help the 50% of renters in the Portland area have access to more resources as well as have a louder voice in all housing policy discussions.
Laura Golino de Lovato is the Executive Director of Northwest Pilot Project (NWPP), a nonprofit organization providing housing assistance, transportation, and advocacy to very low-income seniors in Multnomah County. Laura has over 25 years of fundraising and nonprofit management experience, providing leadership in fund development, strategic planning and community engagement.
Laura worked at Oregon Food Bank, joining that organization after making the Portland area her home over 10 years ago, and rising to the position of Director of Development, Marketing and Communications. She has volunteered with SCRAP, OPAL Environmental Justice, Portland Festival Symphony, and has just been nominated to the PDX Jazz Board of Directors. Laura holds a Master’s degree in Library and Information Science from Simmons College, Boston. She values social justice, inclusive communities and animals. She lives south of Portland with her husband and two Golden Retrievers.
Leah Sykes is a partner in the Litigation practice group at Greenspoon Marder. Ms. Sykes serves housing providers in all legal aspects of property management with a special focus on education and fair housing discrimination defense.
Ms. Sykes takes a hands-on approach, advising clients in both the non-profit and for-profit housing markets, with a great depth of knowledge of the interplay between federal, state and local agencies and regulations.
Ms. Sykes travels regularly to educate clients, trade organizations and the housing provider industry. In 2015, Ms. Sykes established an annual educational “Fair Housing Fair” in conjunction with Multifamily Northwest.
Ms. Sykes has volunteered as an advocate for immigrant women at the South Asian Women's Empowerment Resource Alliance (SAWERA) and Centro Cultural.
Ms. Sykes was admitted to the Oregon State Bar in 2002, the Washington State Bar in 2016 and graduated from Lewis and Clark College of Law. She also received a Bachelor of Arts from Simon Fraser University in British Columbia, Canada.
Jessica Greenlee has worked in the property management industry since 2004. She currently works as an analyst for Affinity Property Management and has a background in finance and economics. Her most recent project was to develop a 52 unit apartment complex in the Gateway neighborhood. She has a passion for creating attainable housing in Portland. Jessica lives car free in NW Portland and enjoys walking throughout the city’s parks with her two dachshunds as well as teaching art classes around the neighborhood.
