The Portland Housing Bureau is recruiting for a Senior Program Manager for the Housing Investment and Portfolio Preservation Team (HIPP). This position is responsible for the day to day management of a team of thirteen employees with the objective of housing development and preservation. This position is responsible for preparing clear, concise and comprehensive reports, correspondence and other documents.
The incumbent is part the PHB’s Management Team and oversees PHB's housing development preservation objectives, will identify public and private resources to support program objectives, and will be developing short and long term strategies for the HIPP team that meet the Bureau's strategic plan. The incumbent is able to use critical thinking skills strategies to evaluate information, understand challenges and develop appropriate solutions. The Senior Program Manager ensures compliance with federal and local requirements in the development and ongoing operation of PHB funded projects.
The incumbent must have strong management skills and housing development experience with affordable housing finance and portfolio management. The incumbent must also be adept at communicating with and engaging a diverse community with experience leading high-profile, housing projects with significant community involvement and scrutiny. Incumbent must have proven experience in critical thinking and strategies that have assisted them in prior positions. This position requires experience and knowledge in managing complex federal program compliances. The Senior Program Manager will carry out their individual responsibilities with initiative, independence and creativity while exercising sound professional judgment and problem-solving skills as well as coordinate and develop collaborative partnerships with other divisions, bureaus, committees, and stakeholders.
