NOTICE OF PROPOSED AMENDMENT TO STATEMENT OF OBJECTIVES AND USE OF LOAN FUNDS ($931,000) UNDER COMMUNITY DEVELOPMENT BLOCK GRANT OF THE HOUSING AND COMMNITY DEVELOPMENT ACT OF 1974 AS AMENDED, AND AMENDMENT TO CITIES OF PORTLAND AND GRESHAM, MULTNOMAH COUNTY CONSOLIDATED ANNUAL PLAN FOR FISCAL YEAR (FY) 2014 TO INCORPORATE FUNDING FOR A $931,000 LOAN TO UNION LABOR RETIREMENT ASSOCIATION USING COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING TO REHABILITATE WESTMORELAND UNION MANOR, A 301-UNIT MULTIFAMILY HOUSING PROJECT.

Amendment No. (15) FY 2014-15 Westmoreland Union Manor
TO ALL INTERESTED AGENCIES, GROUPS AND PERSON:
On September 5, 2014, the City of Portland proposes to amend its Consolidated Plan Action Plan FY 2014-2015 to include the Westmoreland Union Manor Apartments. The City intends to use Community Development Block Grant funds to finance the substantial rehabilitation of 301 units of multifamily housing currently contained in the Westmoreland Union Manor project located at 6404 23rd SE Avenue, Portland, Oregon. The City of Portland plans to allocate $931,000 to the non-profit agency, Union Labor Retirement Association, or a related entity. The 95% (286) of the projects units will serve individuals and families with incomes at or below 60% of the area median income.
The City intends to use the Community Development Block Grant funds to originate a loan for the seismic upgrade of the development. The purpose of this notice is to provide an opportunity for public comment on this amendment and the proposed amendment to the cities of Portland and Gresham, Multnomah County Consolidated Plan One-Year Action Plan for FY 2014-2015.
The Consolidated Plan is a requirement of HUD as a condition of receiving certain federal funding. The Plan identifies the overall needs for affordable and supportive housing, homeless shelters and services for community and economic development, and for building public and private partnerships for the cities of Portland and Gresham in Multnomah County. The proposed budget modification utilizing Community Development Block Grant funding will have no adverse impact on any projects and activities already a part of the One-Year Action Plan for FY 2014. The provision of this opportunity for comment is in accordance with Portland and Gresham, Multnomah County Consolidated Plan for substantive amendment to the Consolidated Plan.
