The City of Portland doesn’t have any legal authority to regulate private market rents. Rent Control, a tool used in other cities to cap how much private owners can increase rents, is prohibited by Oregon state law.
As city government, here’s what we can do: Any time the Portland Housing Bureau invests money in rental housing – whether that’s constructing a new building or rehabilitating an existing one – we do two things to ensure it’s affordable:
1.) We require that most, if not all, of the units be offered at below-market rates, affordable to residents at lower income levels.
2.) We enter into a legal agreement with the owner requiring that the property remain affordable at those income levels for 60 years.
