Like rising rents, property tax rates are putting a heavy financial burden on many Portland households. This was expressed several times during the community forums by homeowners living in North and Northeast Portland.
State law caps property tax rates so that they can’t increase more than 3% each year – but voter-approved bonds and levies, which help support our schools, parks, and libraries, can increase what a homeowner might pay in taxes over and above that cap. Those increases, however, are decided by voters and not by city or county government.
