The North/Northeast Preference Policy is an effort to address the harmful impacts of urban renewal in North/Northeast Portland, including the historic and ongoing displacement of longtime community members, by giving preference to housing applicants with generational ties to the area. Current and former longtime residents of North/Northeast Portland will be considered for new affordable housing opportunities before applicants without a previous history of having lived in the area.
To be eligible for any of these affordable rental opportunities, interested applicants must apply through the North/Northeast Preference Policy waitlist. We will begin accepting applications on Monday, January 6th beginning at 9:00 AM through Friday, February 21st at 11:59 PM. The date and time that an application is received during the application period will not affect an applicant's position on the waitlist. The Preference Policy application process does not guarantee assistance or housing; rather it prioritizes households for affordable housing opportunities.

Applicants can receive up to six “preference points” based on their current or past residence (plus that of a parent/guardian or grandparent) within areas of concentrated urban renewal in N/NE Portland.
