Directives for Universal Review and Comment

Directives Review – Request for Public Comment

The Portland Police Bureau is currently reviewing Directive 010.00, Directives Manual, which sets forth the Bureau’s process for reviewing and revising its directives.  While that directive is being refined, the Bureau has instituted a new procedure for receiving public comments, which is described below. The Bureau both recognizes the need for transparency in the review and development of its directives, and values the input of members of the public.  We appreciate your patience as we strive to strengthen our process.

During the first universal review period, the Bureau will post the current active version of a policy for your consideration. No revisions have been made to the directive at the time of posting for the first universal review.  This universal review period is open for all members of the public to submit comments or proposals regarding the content of this directive(s) for thirty calendar days.  Comments should be limited to a substantive review of the directive content or proposals for additional related content.  Comments should not include questions, as they will not be answered in this forum. 

After the close of the first universal review period, all comments received are discussed internally during the drafting of proposed directives.  During the Bureau’s internal review (executive reconciliation), a draft containing proposed changes to the current active directive will be posted on the PPB site for fifteen calendar days to gather additional feedback from members of the public.  Our goal is to give community members and other stakeholders another opportunity to contribute to the development of the directive prior to implementation.

In submitting any comments, commenters should be aware that their remarks may be subject to disclosure under public records requests and may be posted on this website.  Commenters have the option of posting anonymously.   

Prior to enactment by the Chief of Police, a finalized version of the directive(s) will again be posted for review for fifteen calendar days, though no additional comments will be accepted at that time. 

The Portland Police Bureau thanks you in advance for expressing your views and will take each relevant comment into consideration.  While you may not receive an individual response to your comment, be assured that the Bureau’s commitment to community policing includes a serious commitment to reviewing public input as it relates to its policies.
