On June 17, 1998, Jason Charles Webber, a 19-year-old African-American man, and some associates were in his hotel room at the Rodeway Inn at 3800 NE Sandy Boulevard. At approximately 4:20 am, an unidentified subject began knocking loudly on their door and broke out the window next to the hotel room door. Mr. Webber and his associates ran into the bathroom when the suspect began shooting into the room. Mr. Webber died at the scene while one of his associates was injured as well.  Mr. Webber was from Tacoma, Washington, and was known to be a Crips gang associate. It was rumored that he was in Portland to promote prostitution.

Witnesses report that two African-American men were fleeing the scene in a large blue car.
