At approximately 4:40 am on December 8, 1990, a resident near the intersection of SE Harney and 65th Avenue looked out the window and observed a gray van parked on SE Harney just west of 65th Avenue. Several popping noises were heard and a small car was seen speeding away from the scene. Police were called at approximately 7 am later that morning and found Richard “A.J.” Epps, a 33-year-old African-American man, deceased in front of his van.
Richard “A.J.” Epps was reported to have been a drug user and was rumored that he had been dealing drugs around the time of his murder. It was reported that Mr. Epps associated with known criminals and drug users. The small vehicle has been described as a light brown Ford Maverick, possibly hatchback, with a lighter colored vinyl top. It was observed fleeing the scene driving westbound onto SE Harney Street.
