On Friday, August 29, 2014, Federal District Court Judge Michael Simon issued his order accepting the proposed Settlement Agreement between the U.S. Department of Justice and the City of Portland. He found that the Agreement, as a whole, is fair, adequate and reasonable to address the claims raised in the original complaint.
Additionally, Judge Simon directed that the City or the Compliance Officer/Community Liaison (COCL), when named by the City Council, provide the Court with copies of all final quarterly reports which are required by the Agreement. Further, he ordered that the parties appear before the Judge at annual hearings to report on the progress being made as well as any obstacles or impediments to achieving substantial compliance with the terms of the Agreement. The first such hearing is set for September 14, 2015 at 9:00 in his courtroom at the federal courthouse.
