- Academic Achievement: The outcome of educational programming or continuing study, wherein a person accomplishes their scholastic goals.
- The Portland Police Bureau recognizes its role in training and professionally developing members. The Bureau further encourages members to pursue academic achievement, given that educated and trained personnel with diverse skill sets improve police services.
2. Members interested in pursuing higher education, certification, or advanced academic programming shall consult with their chain of command, and the Personnel Division, to devise a work plan if there is a need for accommodation at work or if a member may need to draw upon Bureau resources, information, or data.
2.1. Managers will consult with the Personnel Division to familiarize themselves with the ways in which the Bureau may support members undertaking academic pursuits, and the proper ways in which City resources, information, and data may be utilized.
3. Members wishing to analyze the Police Bureau for academic purposes must obtain permission from the Chief of Police, or designee, before utilizing information that is not publicly available and privy to the member as a result of their City employment.
4. Upon completion of higher education, certification, or an advanced program, members should notify their chain of command and the Personnel Division, of their earned credential.
5. Post-graduation, members are encouraged to engage in writing (e.g. professional magazines, academic journals, etc.), which is law enforcement oriented to inform the advancement of police services. Prior to submitting for publication any material while claiming to be a representative of the Bureau, or using non-public Bureau information, members shall submit a written request and a copy of the written material, through the chain of command, to the Chief of Police, for permission to publish.

Prior to teaching or instructing on law enforcement related materials while claiming to be a representative of the Bureau, or using non-public Bureau information, members shall submit a written request and a copy of the written material, through the chain of command, to the Chief of Police, for permission to teach or instruct.
7. Members contacted by outside academic interests regarding any study of the Portland Police Bureau, shall refer the contact to the Captain of the Strategic Services Division, for discussion and direction.
