A man has been arrested for shooting two people in separate incidents, just minutes apart.
On February 28, 2022, Officers responded to a shooting call near the intersection of North Williams Avenue and Northeast Stanton Street. Officers learned a victim, who was being transported to a local hospital by a good Samaritan, had been shot several times.
Five minutes after the first shooting, there was another in the 3700 Block of Northeast Garfield Avenue. Officers arrived and found a man who appeared to be suffering from a gunshot wound. Although the victim’s wound appeared to be serious, he was conscious and breathing. He was transported to a local hospital by AMR. Both victims survived the shootings.
After an exhaustive investigation, the Enhanced Community Safety Team (ECST) worked with members of the Homicide Unit, Special Emergency Response Team (SERT), and other units to take 49-year-old Joseph Kelly Banks into custody.
Banks was booked into the Multnomah County Detention Center on the following charges:
Attempted Murder in the Second Degree X2
Assault in the First Degree X2
Assault in the Second Degree X2
Unlawful Use of a Weapon X2
