Victim Identified in Pearl District Homicide (Photo)

The victim in this homicide is identified as Rylee Hatlen, 19. Her family has been notified of her death and provided the attached photo for public release.

The Medical Examiner determined she died of homicide by gunshot.

We initial reported that when officers located the victim of this shooting, she was deceased. However, we have since learned that the victim was still breathing and received immediate emergency medical attention from officers, and then also from members of Portland Fire & Rescue. Despite their efforts, the victim succumbed to her injuries and was declared deceased at the scene.

On Sunday, August 13, 2023, at 2:01 a.m., officers from the Central Precinct responded to a shooting call in the area of Northwest Couch Street and Northwest Broadway. When officers arrived, they found a woman who was deceased. No one has been detained and no arrests have been made.

The Portland Police Homicide detectives have responded to the scene to investigate. During the investigation, Northwest Broadway will be closed from West Burnside to Northwest Everett Street. Additional streets in the immediate area may also be closed for the net several hours.

The identity of the victim will be released after the Medical Examiner has confirmed cause of death and after family members have been notified. The PIO is not responding to the scene. More information will be released when appropriate.
