Focused Intervention Team Seizes 4 Firearms After Tip from Public (Photo)

An anonymous tip from the public led to the seizure of 4 firearms and the arrest of a suspect.

On Friday, November 3, 2023, Officers from the Portland Police Focused Intervention Team (FIT) were provided a tip through Crime Stoppers of Oregon that a felon was in possession of firearms. Within an hour of receiving the tip, FIT officers located the subject, David J. Oliver, 35, of Portland, who had an active felony warrant, near Northeast 92nd Avenue and Northeast Halsey Street. When FIT approached Oliver, he was non-compliant and walked away, but he was arrested after officers used de-escalation strategies.

Officers found a loaded AR-15 rifle with scope and two pistols in Oliver’s vehicle. One of the pistols was reported stolen. Follow-up investigation led to the seizure of an AR-15 style pistol (photos). Methamphetamine was also seized.

Oliver was booked into the Multnomah County Detention Center on charges of Felon in Possession of a Firearm (4 counts), Unlawful Possession of Short-Barreled Firearm, Unlawful Possession of a Firearm (3 counts), Theft in the First Degree, Possession of a Loaded Firearm in Public (city code, 2 counts), and Possession of a Controlled Substance Methamphetamine-Felony. He was also booked on his warrant.

FIT was assisted by the Air Support Unit, K9 Unit, and East Precinct Officers on this call.

The Focused Intervention Team (FIT) comprises a Lieutenant, two Sergeants and 12 Officers who were selected to be a part of this specialty unit tasked with helping address gun violence in the City of Portland. In between emergency calls, FIT builds relationships with community members and proactively deters violence consistent with their mandate. FIT is overseen by a group of community volunteers known as the Focused Intervention Team Community Oversight Group, or FITCOG. The FITCOG commenced in June 2021 in response to the gun violence crisis in Portland to work with the Focused Intervention Team (FIT) and assist with recommendations to reduce gun violence through prevention, intervention, and response. FIT also collaborates with the Enhanced Community Safety Team (ECST), a team of Sergeants, Detectives, and Officers which focuses on investigating shootings.

FIT and ECST considers all gunfire aimed at Portland community members to be attempted murder cases.
