Phillip Bratcher has been located safe at another medical facility. Shortly after this press release and subsequent media reports, the Portland Police Bureau received a call that helped us confirm that he is ok. PPB is grateful to all who looked for Phillip.

A missing endangered man is sought and the Portland Police Bureau is asking the public to watch for him and let us know if he is seen.
On Wednesday, July 7, 2021, at 11:53a.m., officers, including an officer with the Enhanced Crisis Intervention Team (ECIT), responded to a welfare check call in the 7900 block of Southeast Aspen Summit Drive. They met a resident, Phillip Bratcher, 64, who had an immediate need for medical treatment. They facilitated getting him by ambulance to the Portland Adventist hospital.
He was treated and was last seen leaving the hospital at 10123 Southeast Market Street at about 7:30p.m. Wednesday. He has not made it home. He has mental and physical health conditions and may be confused or have no memory. He may be using the Tri-Met system, but does not have any money. He also may be in the Parkrose Neighborhood along Northeast Wygant Street, as he believes he lives there.
Phillip is a white male, 6' tall, 250lbs., with long salt and pepper hair and a beard. It's unknown what clothing he was wearing. See attached photo of him that was provided by family for public release.
