Robbery Suspect Assaults 3 officers During Arrest

A man is facing charges after robbing a coffee shop, assaulting an employee, and then assaulting officers trying to arrest him.

On Thursday August 12, 2021 at 3:39p.m., a Central Precinct officer was flagged down in the 500 block of Southwest 3rd Avenue. The officer was told a suspect had punched a coffee shop employee and walked off. Officers learned the suspect had committed a robbery, stealing a drink and then punching an employee, an adult female, who challenged him. He then stole her phone. She suffered serious facial cuts and bruising.

Officers were able to locate the suspect and tried to take him into custody near Northwest Naito Parkway and Northwest Pine Street. The suspect waited for officers to approach, then assaulted them by punching three of them in their faces causing cuts and bruising. He was eventually taken into custody after a struggle and multiple uses of force including Tasers.

Jordan N. Locke, 24, was booked into the Multnomah County Detention Center on charges of Robbery in the Third Degree, Assaulting a Public Safety Officer (3 counts), Resisting Arrest, Escape in the Third Degree, and Assault in the Fourth Degree (2 counts).

As with all such incidents, this use of force is undergoing an administrative review as required in policy ( https://www.portlandoregon.gov/police/article/751998 ). Use of force by Portland Police officers is rare. According to PPB's Open Data page, https://www.portlandoregon.gov/police/76875 , in the first three months of the year, force was used in 0.27% of police calls, and 4.36% of calls involving taking a person into custody. Most are lower level force events that do not involve injury.
