The man killed in the July 21st crash on Southwest Barbur Boulevard is identified as Seraphin Ibrahim, 23. His family has been notified of his death.

A driver is facing manslaughter and DUII charges related to this morning’s fatal crash on Southwest Barbur Boulevard.
Preliminary investigation reveals that a silver 2011 Toyota Scion TC was eastbound on Southwest Barbur Boulevard going above the posted speed limit and without headlights when it struck a silver 2011 Honda Odyssey minivan northbound on Southwest 22nd Avenue. The vehicles then spun into the exterior wall of a bar on the northeast corner of the intersection.
There were three adult male occupants in the Scion. All three were transported by ambulance to the hospital. Despite lifesaving efforts, one of the passengers died at the hospital (this is a correction from the previous release which incorrectly stated the person died at the scene). The driver was treated and arrested upon release from the hospital. The third passenger was seriously hurt but his injuries not believed to be life-threatening. The driver and sole occupant of the minivan, an adult male, was medically evaluated at the scene and did not require ambulance transport.
Impairment, high speed, and lack of visibility are believed to be factors in the crash. The on-scene investigation concluded and the road reopened about 10:30a.m.
The driver of the Scion, Espoir M. Kaneke, 26, was booked into the Multnomah County Detention Center on charges of Manslaughter in the First Degree, Driving Under the Influence of Intoxicants, and Reckless Driving.
The name of the person killed will be released after family has time to make notifications.

Southwest Barbur Boulevard is closed after a fatal crash in the Multnomah Neighborhood.
On Friday, July 21, 2023 at 1:33a.m., Central Precinct officers responded to a report of a crash on Southwest Barbur Boulevard at Southwest 22nd Avenue. When they arrived they found a 2 vehicle crash. One vehicle occupant died at the hospital. Two others were seriously injured and transported to the hospital by ambulance. A fourth person was not injured at remained at the scene.
The Portland Police Major Crash Team is responding to the scene to investigate. The response is delayed however as the MCT is still on scene of the previous double-fatal crash in Southeast Portland.
Central Precinct Officers have closed Southwest Barbur Boulevard between Southwest 21st Avenue and Southwest 24th Avenue to preserve the scene. Motorists should expect the closure will extend for several hours and will impact traffic into the morning commute times.

This is the 41st traffic related fatality in the city of Portland this year and the 3rd in a 4-hour period.
