Two people have been detained during the SERT/CNT search in the Powellhurst-Gilbert Neighborhood. The perimeter units were cleared and roads reopened shortly before 6:30a.m.
On Monday, August 21, 2023 at 1:09a.m., an East Precinct officer was enroute to a low priority call. When he drove in the area of Southeast 112th Avenue and Southeast Holgate Boulevard, he saw two suspects who appeared to be firing guns at an apartment building. The officer activated his overhead police lights and was preparing to challenge the suspects when they ran away into the blocks. The officer requested assistance and numerous other officers responded quickly and set up a perimeter between Southeast Holgate Boulevard north to Southeast Boise Street between Southeast 112th Avenue and Southeast 114th Avenue.
The incident commander requested a community notification be sent out to shelter in place within the perimeter.
Per PPB policy, SERT and CNT responded to perform a block search. During the search, two people were detained, one an adult male and the other a juvenile male.
The apartment building where the shots were fired was checked and there were no injured people found.
The Enhanced Community Safety Team (ECST) responded to the scene to investigate the shooting. If anyone has information about this case, please e-mail crimetips@police.portlandoregon.gov attn:ECST and reference case number 23-219421.

A specialized tactical team is responding to the Powellhurst-Gilbert Neighborhood to search for shooting suspects. The Specialized Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT) are responding to the scene. A small unmanned aerial system (sUAS or drone) operator team is also responding, as is the Air Support Unit and the K9 Unit. There are no known injuries. No suspect descriptions are available for release, nor are we releasing the number of suspects.
During the search, Southeast Holgate Boulevard and Southeast Boise Street are closed between Southeast 112th Avenue and Southeast 114th Avenue. Southeast 112th Avenue is closed north of Southeast Holgate Boulevard.
Community members have been advised through the Public Alerts system to shelter in place, meaning locking doors and windows. They’re also asked to call 911 if they have information about the locations of the suspects. Neighbors can expect to see police activity and may hear public announcements being made.
The PIO is responding to the scene. Additional information will be released as appropriate.
