A motorcycle operator that died during a multiple vehicle crash near the intersection of Southeast 141st Avenue and Southeast Powell Boulevard on Tuesday, has been identified as 43-year-old Jeremy J. Sowa of Gresham.

Based on information learned in this crash investigation, speed is believed to be a factor.

Based on preliminary information learned during this investigation, officers believe the operator of a Harley Davidson motorcycle was traveling eastbound on Southeast Powell Boulevard. Witnesses told officers that prior to the crash, the motorcycle operator was traveling at a high rate of speed, passing vehicles and traveling into the oncoming lane of traffic.

When the motorcycle operator arrived at Southeast Powell Boulevard and Southeast 141st Avenue he crashed into a GMC pick-up that was turning southbound onto Southeast 141st Avenue from westbound Southeast Powell Boulevard. The motorcycle operator was ejected from the motorcycle and after landing on the ground was struck by a red Ford sedan that was traveling westbound on Southeast Powell Boulevard.

The operators of the GMC truck and Ford sedan remained at the scene of the crash. During the investigation, officers believed the driver of the red Ford was driving while intoxicated at the time of the crash. The driver of the Ford sedan was taken into custody. The driver of the red Ford was identified as 26-year-old Rory A. Morgan. Morgan was lodged in the Multnomah County Jail on a charge of Driving Under the Influence of Intoxicants.

The deceased person will be identified after the Oregon State Medical Examiner has performed an autopsy and the next of kin have been notified.

On Tuesday, February 6, 2018, at 2:39 a.m., East Precinct officers responded to the report of motorcycle versus two vehicle crash near the intersection of Southeast 141st Avenue and Southeast Powell Boulevard.

Officers and emergency medical personnel arrived on scene and located an adult male and motorcycle on the roadway. Responding officers also located two nearby vehicles that were involved in the crash. Emergency medical responders determined the adult male motorcycle operator was deceased.

The operators of a dark colored truck and red sedan that were involved in this crash remained at the crash scene.

The Portland Police Bureau Major Crash Team is responding to the crash scene and will continue this investigation. Criminalists with the Forensic Evidence Division have also responded to the scene.

This investigation is in its early stages and more information will be provided as the investigation continues.

Southeast Powell Boulevard will be closed to vehicle, bicycle, and pedestrian traffic form Southeast 138th Avenue to Southeast 144th Avenue for the next four to five hours as this investigation continues.

This is the third traffic crash related fatality investigated by the Major Crash Team in 2018.
