On Wednesday, February 7, 2018, members with the Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) arrested 39-year-old Brandon J. Frison during a warrant at a residence in the 13700 block of Southeast Powell Boulevard.

This investigation began in March of 2017 when police were notified of a shooting that occurred on Wednesday, February 22, 2017 at Bill's Steak House, located at 10227 Northeast Sandy Boulevard. During the investigation, detectives assigned to the Gang Enforcement Team (GET) learned that Frison was involved in the February 2017 shooting inside Bill's Steakhouse.

Investigators with the Portland Police Bureau Tactical Operation Division's Gang Enforcement Team and Alcohol Tobacco and Firearm (ATF) investigated this incident, applied for a search warrant, and searched the residence in the 13700 block of Southeast Powell Boulevard once Frison was taken into custody.

During a search of Frison's residence, two firearms and additional evidence were recovered and seized.

Frison was lodged at the Multnomah County Jail on charges of Attempted Murder, Unlawful Use of a Firearm, Assault in the Fourth Degree, and two counts of Felon in Possession of a Firearm. Frison will be arraigned on Thursday, February 8, 2018.
