Two People Arrested During Protest at Portland City Hall Wednesday (Photo)

On Wednesday, August 8, 2018, at approximately 11:00 a.m., Central Precinct officers responded to Portland City Hall, located at 1221 Southwest 4th Avenue, on the report that protesters had violated Portland City Council rules and refused to leave when directed to so by Portland City Hall security staff.

When officers arrived at Portland City Hall, they contacted security officers. The security officers informed the responding police officers that protesters on the third floor of City Hall were told to leave the premises, but refused to leave. The police officers arrived at the third floor of Portland City Hall and observed a group of protesters with two people lying on the ground. The protesters were informed by Portland City Hall security they were trespassed from the building and that if they refused to leave, they would be arrested. The protesters that were lying on the floor did not leave and they were taken into custody without incident.

Portland City Hall security officers also requested police officers respond to the main level of City Hall. City Hall security instructed protesters located inside Portland City Hall and near the east entrance of the building to exit the facility. As protesters were directed out of the building, two City Hall security officers were assaulted. One protester was seen throwing a glass jar to the ground as the group was directed out of Portland City Hall.

Neither of the security officers suffered injuries that required medical transport by ambulance. Officers were not able to take the suspect who reportedly assaulted City Hall security officers today. At this time, no arrests have been made in connection to the assault. Officers were also contacted and will write a report after a protester reported being "elbowed" by a security officer.

Both people arrested at City Hall this afternoon were lodged at the Multnomah County Jail. One of those arrested has been identified as 67-year-old Diane Keeauver. Keeauver was lodged on a charge of Trespass in the Second Degree. The other person arrested at Portland City Hall has not been identified and was lodged at the jail as "John Doe" on a charge of Trespass in the Second Degree.
