UPDATE: Officer-Involved Shooting Investigation in Downtown Portland

Members of the Portland Police Bureau Detective Division's Homicide Detail and the Portland Police Bureau Gang Enforcement Team are continuing to investigate an officer-involved shooting that occurred in Downtown Portland on Sunday, September 30, 2018, at the intersection of Southwest 3rd Avenue and Southwest Harvey Milk Street.

The Oregon State Medical Examiner has confirmed the identity of the deceased person as 27-year-old Patrick K. Kimmons. Mr. Kimmons died of gunshot wounds.

Central Precinct officers were patrolling the area and found themselves in close proximity to a shooting that injured two people.

Moments later, officers were involved in a shooting resulting in Mr. Kimmons being shot and transported to a local hospital where he later died. A gun was recovered near Mr. Kimmons, and multiple firearms were recovered in the area of the crime scene.

Two persons from the suspected shooting transported themselves to a local hospital for treatment of serious, but not life-threatening injuries.

This is a multilayer investigation involving numerous parties.

The Portland Police Bureau's Tactical Operations Division's Gang Enforcement (GET) responded to assist with the initial shooting incident at the request of the Homicide Detail. The Portland Police Bureau Detective's Division Homicide Detail is leading the investigation of the officer-involved shooting.

There were numerous community members who have been interviewed as part of the investigation. A video was recovered at the scene and is being reviewed.

There were two Portland Police officers involved in the officer-involved shooting. There were also two witness Portland Police officers; they have been interviewed by investigators. The involved officers are scheduled for their administrative interviews later today.

The two Portland Police Bureau members involved in the shooting are Sergeant Garry Britt, a ten-year veteran of the Bureau and Officer Jeffrey Livingston, a one-and-a-half-year veteran of the Bureau.

The sergeant and officer will remain on paid administrative leave, per Bureau policy, until the completion of the investigation and Grand Jury.

"The Police Bureau is sensitive to the fact a life was lost, and many people from the Portland community are impacted, including family, community partners, and officers. We will strive to release information as quickly as possible as the investigation unfolds."

Following the Grand Jury, the Bureau may release additional information as appropriate.
As part of the use of force review process, the Bureau will conduct an internal review of the entire incident and the case will go before the Police Review Board (PRB), which is comprised of community members, Bureau members and representatives from the Independent Police Review Division.
