UPDATE: Police Release Identification of Suspect Involved in Stabbing (Photo)

The Portland Police Bureau, East County Major Crimes Team, Multnomah County District Attorney's Office and City of Portland's Independent Police Review continue to investigate the officer-involved shooting that occurred on Monday, April 29, 2019, at 13136 Southeast Center Street.

The Oregon State Medical Examiner's Office has identified the deceased suspect as 42 year-old Jeb Colin Brock. The Medical Examiner determined the cause of death was the result of gunshot wounds. Toxicology results are pending. Next of kin have been notified.

Following the Multnomah County District Attorney's investigation and court proceedings, additional information will be released as appropriate.

As part of the use of force review process, the Bureau will conduct an internal review of the entire incident and the case will go before the Police Review Board (PRB), which is comprised of community members, Bureau members and representatives from the Independent Police Review.

The investigation into the multiple stabbings continues. Two of the victims, including the female, were treated and released from area hospitals. The two other adult males are reported to be in stable condition at area hospitals.

The baby who was present during the incident was cared for by family and has since been re-united with the mother.

The autopsy for the deceased suspect is scheduled for May 1. The identity of the deceased will not be released publicly until after the autopsy and next of kin are notified. There is no timeframe from when this will be at this time.

This is all of the information we are able to release at this point in the investigation.

Portland Police have released the names of the Bureau members involved in Monday morning's shooting that occurred at 13136 Southeast Center Street. The Bureau members were: 10-year veteran Sergeant James Mooney and 2-year veteran Officer Michael Gonzalez, who used lethal force during this incident when confronting the suspect. In addition, 2.5-year veteran Officer Aaron Rizzo deployed less lethal force during the incident. All involved officers are on paid administrative leave, as per policy, while the investigation continues.

The investigation into the multiple stabbings and the subsequent officer-involved shooting continues. Investigators have learned that officers located the adult female victim while she was being held at knife point in the residence. The baby was in the same room with the female victim and the suspect. The baby, who was previously reported to be under 1 year of age, is actually one-and-a-half years old. Officers were able to safely remove the baby, then address the suspect.

The identity of the deceased suspect will be released after the autopsy is completed by the Oregon State Medical Examiner's Office and next of kin are notified. The involved officers will be identified as per policy. There are no other anticipated updates for today.

Portland Police Detectives and the Multnomah County District Attorney's Office continue to investigate this morning's officer-involved shooting. Preliminary information learned is that East Precinct officers were dispatched to a stabbing at a residence at 13136 Southeast Center Street at 4:14 a.m. As officers were arriving, they learned of multiple victims who had been stabbed and the suspect was still inside. Two stabbing victims were outside of the residence when officers arrived and more occupants were inside with the suspect. Officers engaged the suspect inside the residence and an officer-involved shooting occurred. Less lethal munitions and lethal munitions were deployed.

The suspect, a male adult, was pronounced deceased at the scene. The victims were provided emergency medical care at the scene. 4 adult victims (3 males, 1 female) were transported to area hospitals for treatment of substantial injuries from stab wounds. Conditions are unknown at this time. An infant less than a year-old was inside the residence and is unharmed. The suspect was known to the victims. The three involved officers were not injured.

The investigation is in its early stages and additional information will be released as the investigation continues and more information is learned. There is not believed to be a danger to the community in relation to this incident at this time.

The area affected by this incident is on Southeast Center Street from 131-133 Avenues and Southeast 132nd Avenue from Cora to Francis. This area will remain closed to the public for an undetermined time while investigators process the scene.

"Based upon preliminary information, it appears our officers acted quickly and heroically to save lives," said Chief Danielle Outlaw. "We will learn more details as the investigation unfolds and appreciate the community's patience as we gather the details of what transpired."

The identity of the subject and officers involved will be released at a later time. Per policy, the involved officers will remain on paid administrative leave until the completion of the investigation and Grand Jury.

Following the Grand Jury, the Bureau may release additional information as appropriate.
