Child Abducted From Bedroom by Non-Custodial Parent, Recovered Unhurt (Photo)

A 5-year-old girl is back home after her non-custodial mother illegally entered a home and took her from her bedroom in the Parkrose Heights Neighborhood.

On Monday, November 25, 2019 at 4:43a.m., East Precinct officers responded to the 10400 Block of Northeast Sacramento Street on a report of a kidnapping. Officers learned that someone had entered an unlocked door and taken a 5-year-old girl from her bed. They also found out there was a custody dispute with the child's parents. The non-custodial mother, Devona S. Culver, 32, was identified as a suspect. As the investigation progressed, officers determined that Culver had a flight to Alaska booked out of Portland International Airport. They went to the airport and, with assistance of the Port of Portland Police Department, located the girl with Culver. The child was recovered unhurt within an hour of the initial 911 call.

Portland Police Missing Persons Detectives responded to assist with the investigation. Culver was booked into the Multnomah County Detention Center on charges of Burglary in the First Degree, Attempted Custodial Interference in the First Degree, and Custodial Interference in the Second Degree.
