The suspect in this case is identified as Ryan Michael Allen, 29, of Portland.

Portland Police Bureau homicide detectives began investigating a homicide, following the shooting of two people near Northeast 115th Avenue and Northeast Sandy Boulevard, the morning of Wednesday, August 12, 2020. The homicide victim has been identified as 24 year-old James Richard Greenwood.

The Oregon State Medical Examiner's office determined the cause of Mr. Greenwood's death was gunshot wound, the manner of his death was homicide. Another person suffered gunshot wounds, but is expected to survive.

On August 13, 2020 Portland Police detectives obtained an arrest warrant for the suspect in this case. During their investigation, detectives developed information that the suspect worked in Vancouver, Washington.

On August 13, 2020 a Portland Police detective conducted surveillance of the suspect's place of employment near Northeast 78th Street and Northeast 19th Court in Vancouver, Washington. Two other Portland Police detectives contacted the Vancouver Police Department to provide information about this case.

On August 13, 2020, members of the Southwest Washington Regional SWAT Team attempted to serve the arrest warrant on the suspect near his place of employment. At some point during the attempt to take the suspect into custody, he took his own life. Since notifications have not been completed, the suspect's name is not being released at this time.

Please contact Sgt. Brent Waddell of the Clark County Sheriff's Office for information about the investigation following the attempt to arrest the suspect.

Portland Police Bureau involvement in events in Washington State related to this incident were limited to that which is described above.

Portland Police homicide detectives believe this suspect was the only suspect in the August 12, 2020 homicide and shooting near Northeast 115th Avenue and Northeast Sandy Boulevard.

Portland Police responded to a shooting in the 11500 block of Northeast Sandy Blvd this morning. Responding officers found two people who had apparently been shot. One was deceased, the other was transported to the hospital by ambulance. The name of the deceased individual will be released later.

On August 12, 2020 at about 5:48 a.m. Portland Police responded to a shooting in the 11500 block of Northeast Sandy Blvd. Officers are on the scene now, have requested medical attention for a victim and are investigating. There is no patient information to release.
This investigation is just beginning. Portland Police will release additional information as it is available.
