The arrestee that left the ambulance was later located at a hospital and cited by Oregon State Police. Natalie Van Norman, 20, was charged with Disorderly Conduct in the Second Degree, Interfering with a Peace Officer, and Riot.

After rocks were thrown at officers, an unlawful assembly was declared at the Portland Police Association offices in North Portland, and numerous arrests were made.

On Friday, September 4, 2020 at about 9:45p.m., a march began from Kenton Park at 8417 North Brandon Avenue. Many of the marchers wore gear suggesting that they were not planning to be peaceful, including helmets, gas masks, armored clothing, and some carried shields. About 10 minutes later, as they arrived at the offices of the Portland Police Association (PPA) in the 1800 Block of North Lombard Street, many in the crowd were chanting, among other things, "burn it down."

The PPA office has been the target of arsonists several times in the last few months. Officers have been forced to react quickly when fires get started, increasing the necessity of utilizing crowd control munitions to move the crowd back. Increasing concern is the hot and dry weather, which could allow a fire to spread faster in the building and the neighborhood homes that are situated in close proximity. That prompted a plan to proactively prevent fires from being started. Officers stood at the perimeter of the building to prevent the demonstrators from accessing the PPA office.

Another concern was the safety of protesters blocking the streets and of drivers operating vehicles in the area. As the crowd arrived, the Portland Police Bureau (PPB) broadcast announcements over loudspeaker that North Lombard Street was open to vehicular traffic and that they should stay out of the street and off of private property.

A large contingent did not adhere to the announcements and stood in the street blocking traffic. They approached the officers standing on the perimeter, yelled at the officers and used lights and noisemakers. In an effort to de-escalate the situation, the officers did not take any enforcement action for over 90 minutes. However, at about 11:35p.m., officers reported items thrown at them, including rocks, a full beverage can, and water bottles.

Because of the direct attacks on officers, the Incident Commander determined that it was an unlawful assembly. The crowd was advised over loudspeaker and social media that they must leave the area to the north and west. Failure to adhere to this order may subject them to arrest, citation, or crowd control agents including, but limited to, tear gas, and/or impact weapons.

Few, if any, people in the assembly complied with the order. After several minutes, officers began to make targeted arrests and in some cases moved the crowd back and kept them out of the street. Several times officers pulled back and allowed members of the assembly an opportunity to leave. Many chose to stay and in several cases, they moved out into the roadway in such a way that they were blocking vehicular traffic.

One female arrestee had a bleeding abrasion on her head and was treated by a Portland Fire and Rescue field medic before being transported by ambulance. However, after the ambulance pulled away from the scene, she jumped out of the ambulance and left. She has not been booked into jail or cited at this time.

Officers from PPB Traffic Division conducted stops on vehicles that were supporting the assembly. In one vehicle, they discovered an illegally possessed pistol (photo). The driver was arrested on a warrant and gun related charges. The car was towed.

Twenty-seven people were arrested. All were booked in the Multnomah County Detention Center on the listed charges.
