On October 6, 2020, a march began in Elizabeth Caruthers Park located in the 3500 block of South Moody Avenue. The group walked to the Immigrations and Customs Enforcement (ICE) building located in the 4300 block of South Macadam Avenue. Many in the crowd carried shields, wore helmets, gas masks, and body armor. As the group marched towards the ICE building, support vehicles followed them as they blocked streets.
Within minutes of the crowd arriving at the ICE building, people blocked vehicular traffic on South Bancroft Street. As Federal Protection Officers stood outside of the ICE building, people were seen flashing lights at their eyes. Rocks were also thrown towards Federal Protection Officers. Around 10:50 p.m., a group member threw a lit incendiary device on the roof of the ICE building. Due to the crowd's criminal behavior, Federal Protection Officers emerged from the building, in an attempt to clear the crowd from the property. As Federal Protection Officers dispersed the crowd, the group moved back to the north, in the direction of Elizabeth Caruthers Park.
Around 11:20 p.m., the group began marching south once again towards the ICE building. When the group regrouped outside of the ICE building, they continued to the block the streets. Due to the seriousness of the crowd's criminal behavior, the incident commander determined that the event was an unlawful assembly.
Warnings were issued over loudspeaker advising the crowd that failure to leave will subject them to arrest and/or the use of crowd control munitions including but not limited to tear gas and impact weapons. The crowd was directed to leave the area to the north. Since the crowd did not leave, PPB officers moved in and began to disperse the crowd. As PPB officers dispersed the crowd to the north, they were struck with rocks thrown at them by the group. During the dispersal, a couple arrests were made. After the arrests were made, PPB officers disengaged the crowd.
A small group of people returned to the ICE building and mostly dispersed by 1 a.m. The Portland Police Bureau did not use crowd control munitions or CS (tear) gas.
Those arrested were booked into the Multnomah County Detention Center on the listed charges:
*Forster, Zachary, 24-year-old, Interfering with a Peace Officer, Disorderly Conduct II
*Lopez, Sean, 25-year-old, Portland, Oregon, Disorderly Conduct II
*Rider, Skyler, 18-year-old, Portland, Oregon, Assaulting a Public Safety Officer, Interfering with a Peace Officer, Disorderly Conduct
*Massagli, Camillo, 26-year-old, Portland, Oregon, Interfering with a Peace Officer, Disorderly Conduct II
One individual was cited for a violation:
*Henshaw-Plath, Evan, 43-year-old, Unlawful Sound Amplification
