UPDATE: Four Suspects in 2020 Murder Arrested, Indicted

Four suspects are in custody and facing murder-related charges in connection to a homicide in December 2020.

On Saturday, December 12, 2020, North Precinct officers responded to reports of a shooting in the area of Northeast Stafford Street and Northeast 11th Avenue. Officers located Dhulfiqar Kareem Mseer suffering from life-threatening injuries. Mseer was transported to a local hospital where he later died.

Diligent investigative work conducted by the Portland Police Homicide Unit, FBI, Multnomah County Sheriff’s Office (MCSO), and other partner agencies led to the identification of four suspects: 32-year-old Anthony Devion Bagsby, 23-year-old Taezhon Tyreik Kelly, 25-year-old Delane William Roy, and 28-year-old Cocoa Dalonta Taplin.

On Tuesday, March 19, 2024, law enforcement personnel arrested Kelly in Texas.

On Wednesday, March 20, 2024, PPB’s Homicide Unit, assisted by the FBI and MCSO, arrested Bagsby and Taplin in Portland while law enforcement personnel arrested Roy in Louisiana.

All four men have made initial appearances in federal court in the regions where they were apprehended.

Officers arrived and located an adult male victim injured. Paramedics responded and the victim was transported to an area hospital by ambulance.

The shooting victim, 23-year-old Dhulfiqar Kareem Mseer, has died. The Oregon State Medical Examiner determined Mseer died from a gunshot wound and has ruled his death a homicide. At the time of his death, Mseer was working as a ride share driver.

The victim in yesterday's shooting is in critical condition in an area hospital.

A victim was injured by gunfire in the Woodlawn neighborhood this morning.

On Saturday, December 12, 2020 at 12:01a.m., North Precinct officers responded to reports of shots heard in the area of Northeast Stafford Street and Northeast 11th Avenue. Officers arrived and located an adult male victim injured. Paramedics responded and the victim was transported to a hospital by ambulance. The severity of the injuries is not yet known.

Officers were unable to locate the shooting suspect or suspects. Detectives are responding to investigate.
