On December 23, 2020 at approximately 8:39 p.m., East Precinct officers responded to the 11900 block of Northeast Halsey Street on reports of a pedestrian struck by a vehicle. As officers and medical personnel arrived on scene, they located the pedestrian along the south curb line of Northeast Halsey Street and Northeast 119th Avenue. The pedestrian was immediately transported to a nearby hospital where they were taken into emergency surgery. It appeared the driver of the vehicle had fled from the scene.

Due to the severity of the crash, Portland Police Bureau's Major Crash Team (MCT) was consulted and in turn responded to the scene and assumed the investigation.

There were no witnesses who remained at the scene, and therefore no statements of fact for this crash to be obtained right away. Investigators were able to locate nearby video surveillance where it appeared the pedestrian was walking in the bike lane, or roadway shoulder area along Northeast Halsey Street on the south side of the roadway. The pedestrian appeared to be just west of Northeast 119th Avenue when a vehicle passed by their location, in perhaps the right of two eastbound lanes of travel, striking the pedestrian. The pedestrian travelled about 200 feet to the east of the impact area after having been struck. There was a minor amount of glass, and possibly headlight plastic parts in the roadway; but overall very little physical evidence was left behind.

After the pedestrian had been struck, the vehicle continued east on Northeast Halsey Street. The suspect vehicle is possibly a sedan or small SUV. The make and color of the vehicle are unknown. The vehicle will most likely have passenger side windshield and body damage.

Early this morning, the pedestrian succumbed to their injuries. The identity of the deceased has not yet been confirmed. Once the deceased is confirmed and their next of kin has been notified, their name will be made public.

Officer Phil Maynard of the MCT is the lead investigator of this fatal crash. If anyone has information related to this incident, please contact Officer Maynard at Phillip.Maynard@portlandoregon.gov or 503-823-2216

This is the 52nd MCT callout of 2020 and the 57th fatality on Portland roadways for 2020.
