In late February 2021, the Portland Police Human Trafficking Unit became aware of a case involving 32-year-old Johnel Johnson, in which Mr. Johnson allegedly repeatedly sexually assaulted a victim.
This incident took place over the course of numerous hours. During that time Mr. Johnson committed a series of crimes related to this victim. At one point, the victim was able to flee and call 911. During the response to that call, Mr. Johnson eluded police.
Human Trafficking investigators developed information and presented a case to the Grand Jury, which indicted Mr. Johnson on a number of crimes.
The Human Trafficking Unit collaborated with the Special Emergency Response Team, Crisis Negotiation Team, East Precinct Neighborhood Response Team and the Detective Division to serve search and arrest warrants in East Portland on Monday, March 1, 2021.
Mr. Johnson was booked into jail on 1 count of Strangulation, 3 counts of Kidnap I, 3 counts of Rape 1, 1 count of Sodomy 1, 1 count of Sex Abuse I, 4 counts of Robbery I, 2 counts of Unlawful Use of a Weapon, 1 count of Felon in Possession of a Firearm, 2 counts of Promoting Prostitution, 2 counts of Compelling Prostitution.
Sex Crimes Unit investigators were able to link Mr. Johnson to another victim and additional evidence was presented to the Grand Jury. Mr. Johnson was indicted on more charges.
