On April 7, 2021, at about 1:50 p.m., Portland Police officers assigned to Central Precinct were dispatched to check the welfare of a man near Northwest 13th Avenue and Northwest Marshall Street. The community member who called police believed the man was unable to care for himself due to possible intoxication. The man was later identified as 27-year-old Robert H. K. Hernandez.
Officers arrived, made their own observations of Hernandez and spoke to the person who called. Hernandez exhibited signs of intoxication and was using a light pole along the sidewalk to keep himself from falling down. Officers offered to get Hernandez medical attention, which he refused.
As officers spent time with Mr. Hernandez and tried to help him find someone to pick him up and care for him, they realized he was in possession of a loaded, .40 caliber handgun. Officers determined that Mr. Hernandez was carrying it concealed illegally and safely recovered it from him. Officers cited Mr. Hernandez for carrying a concealed firearm and found a family member to pick him up.
Due to the observations of a member of the community, Portland Police were able to assist a man in need, but also remove a loaded firearm being carried illegally.
