On April 16, 2021, Portland Police made arrests following a riot downtown that resulted in thousands of dollars of damage to over 30 businesses.

Central Precinct Neighborhood Response Team (NRT) officers conducted a follow up investigation and worked with businesses, stakeholders and the community to document the damage. The investigation helped NRT officers develop probable cause to arrest 22-year-old Theodore Mathee-Obrien, of Portland. Mathee-Obrien had been arrested for other crimes on the night of the riot.

On April 21, 2021, NRT officers arrested Mathee-Obrien and booked him into jail on two counts each of Riot and Criminal Mischief II.

Portland Police continue to investigate crimes that have been committed during riots and unlawful assemblies. Those who commit crimes are subject to arrest at the time they commit them, or at a later time as investigations develop based on evidence, witness statements or other information.
