Suspect Arrested for Murder Related to 2021 House Party Shooting (Photo)

A suspect is facing a murder charge following his arrest in Seattle last June related to the homicide of 21-year-old Jemare L. Manns at a May 2021 house party.

Since the shooting, Portland Police Homicide Unit Detectives identified Kevin D. Clay, 25, as a suspect. The Multnomah County District Attorney's office presented the case to a Grand Jury and a warrant was issued for Clay's arrest.

On June 2, 2022, Clay was arrested on his warrant by Seattle Police Department in Seattle, Washington when he was contacted on an unrelated incident. After extradition proceedings, Clay was transferred to custody of the Multnomah County Sheriff's Office on November 25, 2022 on his warrant for Murder in the Second Degree and Felon in Possession of a Firearm.

Homicide Detectives are investigating after shots were fired at a house party in the Lents neighborhood and one person was found deceased.

On Sunday, May 9, 2021 at 12:57a.m., East Precinct officers responded to a report of shots heard at a house in the 8500 block of Southeast Harney Street. When officers arrived, they encountered a chaotic scene, with what appeared to be a house party underway. Deputies with the Clackamas County Sheriff’s Office responded to assist with the large crowd.

One person was found unconscious. Portland Fire and Rescue and American Medical Response Paramedics responded and attempted lifesaving measures, but the person, an adult male, was found deceased. His cause of death will be determined by the Oregon State Medical Examiner.

Due to the circumstances, Homicide Detectives responded to the scene to investigate. Many people who may have witnessed all or part of this incident are believed to have left the scene before speaking to police, and investigators would like to hear from them.
