Commercial Sexual Solicitation Arrests In Portland During Month Of May

The Portland Police Bureau Human Trafficking Unit cited 39 men for the crime of Commercial Sexual Solicitation (ORS 167.008) in May 2021 through undercover operations and directed patrol in high vice locations within Portland. During the undercover operation, officers posted online decoy ads on known websites where human trafficking and commercial sexual solicitation activity has been identified. People who responded to those ads and met the elements of the crime, were cited and released. Two people were booked into the Multnomah County Detention Center on unrelated warrants.


Human trafficking is not a victimless crime. Cases of human trafficking often include physical, sexual and mental abuse and present as domestic violence, robbery, sexual assault, or fraud. The Portland Police Bureau, in conjunction with other federal and local law enforcement agencies, is committed to deterring human trafficking activities. People who commit crimes as alleged in these arrests may not know whether the person they arrange to meet is being trafficked. The Human Trafficking Unit is working to eliminate instances of trafficking in our community.

The Portland Police Bureau Human Trafficking Unit has embedded Victim Advocates available for resources and services to those who are interested. There are also many community organizations that provide help to those affected by human trafficking. We encourage survivors of human trafficking to reach out to the Human Trafficking detail.
